Grade appointment should be made, that an additional ep-

-pointment should be made in the Second Grade, and that the

Grade V appointments should be reduced by two. The financi-

-al result (giving in each case the average value of the

appointment, i.e. the mean between the initial pay and the

maximum) would be:-

Loss of acting pay (average). Retrenchment of 2 Grade V Posts. One First Grade Post...

One Second Grede Post.

The nett increase would, there-

-fore, be $450 per annum. The new First Grade appointment

would fall to an Officer of 23 years' service who is

greatly trusted and respected; while the new appointment

in Grade II and the vacancy in the same Grade would be

filled by Officers of over 10 years service, and the

prospects of the Chinese Teaching Staff as a whole would

be materially improved. I concur in the above proposals
